Objectives of the Position
Production Manager is, together with Project Operation Manager, executing the planning and execution of organizational setup & optimization, recruitment and initial training, review/development of operation manuals/procedures/check-list/etc. and training, mechanical completion checking, commissioning and startup as the direct responsible person for commissioning and startup planning & execution in the whole project implementation phase.
According to the guidance & instruction from POM/TM and the agreed production plans of the customers (e.g. production clusters & plants), allocate the resources and duties, organize, implement, monitor and adjust all production/operation activities to conduct such tasks safely, timely and economically in quality and quantity, including direction to guide the production activities through the production superintendents and the shift supervisors.
Manage entire activities for production/operation, maintenance/repair, quality & efficiency of waste water receiving networks and treatment conditions and required material receiving at the plant.
Main Tasks
Project Implementation
Together with POM/TM, Production Manager is responsible to achieve the Project Requirements regarding cost, schedule, quality and safety. Especially, execute/lead/collaborate/support following project activities, but not limited to those under the guidance/instruction of POM/TM.
- Organize/lead/collaborate shift/day operation setup, recruitment, training preparation & execution, SOP preparation, start-up, team management, retain/develop operators, workload management, etc.
- Execute/lead mechanical completion (MC) checking, Quality assurance/control, manuals, commissioning, start-up preparation & start-up, acceptance test, technology, asset management, process management, logistic concept, operation concept and maintenance aspects.
- Reflect/implement all technical requirements into the project, e.g., ensure compliance with Global Process Safety Concepts.
- Collaborate/support governmental permitting process.
- Collaborate/support application for project Initial and Final Approval.
- Execute/collaborate trouble shooting and problems resolving.
- Collaborate/support equipment’s solo test, piping hydro test, SAT, troubleshooting, etc.
- Collaborate/support technology checking and operation in FEED/DE and all subsequent project phases.
- Collaborate/support Maintenance Manager to define maintenance requirements.
- Responsible for all plant operation aspects, e.g., elaboration of the operations, safety, environment, employee health, and control manuals.
- Organize the risk identification and assessment as the Production Manager and make sure all countermeasures of identified risks have been made and followed.
- Maintain the asset in good condition and provide reliable waste water treatment service to whole GI site.
- Optimize waste water treatment during the all project phases and foster digitalization application.
People management
Be responsible for the general management of production/operation manpower, e.g. staffing, performance appraisal, motivation, all trainings & exercises. Train the employees on up-to-date production/operation method & skills. Allocate and distribute job duties to subordinates. Review their performance and measure their discipline. Conduct hearings to resolve or effect settlement of grievances and consult Human Resources function as appropriate.
Production process and operation monitoring
Review and analyze production/operation, quality control, maintenance, and operational reports to determine causes of nonconformity with specification and operating or production problems. Develop and implement operating methods and procedures designed to eliminate operating problems and improve quality. Report to POM (plant manager) any major problems and if time allows, obtain approval before major corrective action/ modifications taken. Effect corrections and make timely adjustments if needed to ensure the timely production and quality and to eliminate deficiencies to ensure WWT meet agreed site standards.
Manage and maintain the operation cost within the budget and integrity of asset strategy.
EHS management
According to corporate, company and statutory EHS requirements, implement the relevant safety and environment protection policies and procedures by seeking consultation with EHS Manager, including enforcement in the observation of all company’s operations, safety, ecology and housekeeping guidelines to maintain a working environment that supports work safety and production/operation activities.
Improvement of efficiency
Interface and coordinate relevant parties (e.g. production clusters, site/process optimization, engineering & maintenance, logistics, procurement, raw material & utility supply, etc.) to ensure sufficient supply of raw materials and to obtain optimum production/operation and utilization of human resources, machines and equipment.
Foster Operational Excellence (OpEx) culture in the team and improve the efficiency.
Expansion / modification projects
According to the guidance from POM/TM, manage all phases of any plant modifications, working with architects, contractors and suppliers, including recommendations on facilities/machinery/equipment.
Minimum Education and Qualification Required for the Position
Bachelor degree or above, majored in chemical, engineering or related.
At least 8 years working experience in related field, 5 years operation experience preferably in chemical plant, sewage industry or equivalent waste water treatment plants, BASF experience is preferred.
Good communication & leadership skills, EHS awareness & management, work management, conflict management, teamwork spirit and high sense of responsibility
Good at reading and writing English skills, able to communicate efficiently about job-related matters.
